Tom DeLay helped create TV ownership cap—he says Trump FCC has no authority to repeal it

Former House Republican Leader Tom DeLay said in 2025 that the FCC lacks authority to repeal the television ownership cap that Congress established at 39 percent of the national audience. DeLay, who helped craft the original rule during his time in Congress, stated that only Congress can modify or eliminate a cap set by legislative action. The FCC has claimed it has the authority to eliminate the rule.
