Democrat Roy Cooper’s Billion-Dollar Electric Vehicle Deal Crumbles

VinFast, a Vietnamese electric vehicle manufacturer, ended its operations in North Carolina in 2026, after establishing a manufacturing facility in Randolph County with support from then-Governor Roy Cooper's administration. The company had received state incentives for the project. VinFast ceased U.S. production and closed its North Carolina plant.
