More than 400K New York City children enrolled in failing public schools: report

New York City has 503 public schools where the majority of students did not meet proficiency standards on math and reading exams, according to test score data. The city spends $36,293 per pupil annually across its public school system. More than 400,000 children attend these schools where most students failed both assessments.
