Why do some U.S. airports have private security, but others use TSA?

About 20 U.S. airports use private security companies instead of the Transportation Security Administration to screen passengers and cargo for compliance with federal aviation safety standards. These airports operate under the Aviation and Transportation Security Act's Screening Partnership Program, which allows airports to apply for exemptions from TSA screening. Private security companies at these airports must still meet federal requirements and undergo TSA oversight. The program has been available since 2001, though participation has remained limited.
