FIRST ON FOX: Rubio ramps up birth tourism crackdown hours before Xi touches down in US

The announcement came on the same day Chinese President Xi Jinping arrived in the United States for a state visit. Birth tourism refers to the practice of traveling to a country to give birth in order to secure citizenship for the child.
