Exclusive: Sen. Jim Banks Unveils Bill Banning Non-Citizens from Pell Grants

Senator Jim Banks of Indiana introduced legislation to amend the Higher Education Act of 1965 to require that Pell Grant recipients be U.S. citizens. Banks said the measure would "put American students first." Pell Grants currently do not have a citizenship requirement. The bill has not yet been assigned a number or moved to committee.
