Powerful teachers' unions share striking link with states struggling to teach kids to read

A Progressive Policy Institute study found that eight of the ten states with the lowest student literacy scores have strong teachers' unions. The study examined the relationship between union strength and reading performance across states. The analysis did not establish causation between union presence and literacy outcomes.
