Trump gains a tariff weapon against China and India. Will he use it?

The U.S. House passed legislation allowing the president to impose tariffs up to 100 percent on countries that purchase Russian oil. India and China are among the world's largest buyers of Russian oil. The legislation does not specify when or whether such tariffs would be implemented.
