More than 20 states filed lawsuits against the Department of Homeland Security challenging a public charge rule that would expand the criteria used to deny green card applications based on applicants' use of Medicaid and SNAP benefits. The rule allows immigration officers to consider these public benefit programs when determining whether an applicant is likely to become a burden on the government. The states contend the rule violates federal law and the Administrative Procedure Act.
