Report: Migrant Truck Driver Looking at Phone Runs Chicago Man Down, Does Not Stop After Killing Him

A semi-truck driver was arrested and charged with striking and killing a Chicago man on a suburban highway in late June. The victim was attempting to change a tire on the roadside at the time.
