'MAGA Act' could rip House seats from Dem states ahead of next presidential race

The House Republican proposal would count only U.S. citizens in the apportionment formula used to determine House seat distribution among states. A Center for Immigration Studies report estimated that noncitizens currently provide Democratic-leaning states a net advantage of 14 House seats based on current population counts.
