Trump officials revive a bid to alter the U.S. census and reshape voting maps

The Trump administration announced plans to exclude noncitizens from the apportionment count used to determine congressional representation and electoral votes among states. The 14th Amendment requires the census to count the "whole number of persons in each state" for apportionment purposes. The administration has made similar attempts previously. Such a change would require statutory authority or a successful legal challenge to current census procedures.
