Tax banks to give some households energy bill cut, unions tell Burnham

The Trades Union Congress proposed that a bank surcharge be reversed and used to fund energy bill reductions for households, estimating the measure would raise 9 billion pounds over four years, according to a statement made to Andy Burnham, mayor of Greater Manchester.
