Trump officials propose sweeping changes to the census that would reshape voting maps

The Trump administration proposed changes to the 2030 Census that would eliminate the race question and exclude noncitizens from the population count used for congressional apportionment. The 14th Amendment requires the census to count the "whole number of persons in each state" for purposes of representation. Census apportionment determines how many House seats and Electoral College votes each state receives. The proposal would require Congressional action to implement.
