Sen. Jim Justice of West Virginia and Sen. Martin Heinrich of New Mexico negotiated a resolution to pass legislation authorizing a monument to Hershel Woody Williams, a World War II Medal of Honor recipient, for placement in Washington, D.C. Justice disclosed that a conversation with Heinrich resolved a procedural stalemate that had blocked the bill's passage. The monument bill subsequently passed the Senate.
