How guaranteed income advocates strive to turn cash assistance into policy after COVID-relief funds dried up

The Economic Security Project has urged lawmakers to incorporate guaranteed income programs into existing federal funding streams for Temporary Assistance for Needy Families, child welfare services, and workforce development as pandemic relief funds from the American Rescue Plan Act expire. The organization issued recommendations on how states and municipalities could allocate current budget resources to sustain cash assistance initiatives that were piloted during the COVID-19 pandemic. Several states and cities had conducted guaranteed income experiments using ARPA funding between 2021 and 2024.
