Bessent tapping Treasury’s rainy-day fund for buybacks isn’t a ‘bazooka’ to get markets to move his way

Treasury Secretary Russell Bessent announced the use of Treasury's cash balance to fund buybacks of government bonds. An analyst stated the action "does not change anything. It just reduces the cash that Treasury has on deposit." The buyback program uses existing Treasury funds rather than new borrowing or spending authority.
