Nancy Kassebaum Baker, a Republican who represented Kansas in the U.S. Senate from 1978 to 1997, died at age 94. She co-authored the Health Insurance Portability and Accountability Act of 1996 with Senator Ted Kennedy, a Democrat. Kassebaum Baker won re-election in 1984 and 1990 by large margins in Kansas.
