Illegal immigrant accused of operating overcrowded boat that capsized near Liberty Island arrested by ICE

Manuel Hernandez was arrested by Immigration and Customs Enforcement and is accused of operating an unlicensed boat tour near Liberty Island that capsized, resulting in two deaths. According to ICE, Hernandez allegedly overloaded the vessel. A woman and child died in the incident.
