Exclusive — Chip Roy's ARTICLE ONE Act Requires Congress to Approve National Emergencies After 30 Days

Rep. Chip Roy (R-TX) is preparing to introduce legislation requiring Congress to approve national emergency declarations within 30 days for them to remain in effect. The bill would also require congressional approval of the specific powers exercised under such declarations. Currently, presidents can declare national emergencies unilaterally under the National Emergencies Act of 1976, with Congress able to terminate them through a joint resolution subject to presidential veto.
