Abdulloi Toshpulodzoda, who was accused of murder, left the United States on a 48-hour pass issued by a Virginia mental health institute and boarded a one-way flight to Tajikistan. According to reporting, he had access to a taxpayer-funded apartment during his authorized absence from the facility.
