As Wisconsin cities flee Flock, its shared camera network loses value

Wisconsin cities including Madison and Milwaukee have ended contracts with Flock Safety, a company operating a shared network of automated license plate readers. Madison terminated its agreement in December 2025, and Milwaukee followed in early 2026. The cities cited concerns about data privacy and effectiveness. Flock Safety operates thousands of cameras across the United States that capture and store vehicle license plate information.
