NYC drivers shell out $9 congestion toll. City admits it failed to improve air quality

New York City's Health Department released a report finding no statistically significant air quality improvement after one year of the $9 congestion toll, which took effect in January 2024. The toll applies to most vehicles entering Manhattan's central business district during peak hours. The department measured air pollutants including nitrogen dioxide and fine particulate matter at monitoring stations throughout the city.
