Democrat Roy Cooper Created a Soft-on-Crime Manifesto

Roy Cooper, then-Governor of North Carolina, signed an executive order in June 2020 establishing a task force focused on racial equity in criminal justice. Cooper appointed Josh Stein, who was serving as Attorney General at that time, and state Supreme Court Justice Anita Earls as co-chairs of the task force.
