Captain Charged in N.Y.C. Accident That Killed Mother and Daughter

Manuel Hernandez, a captain, was charged in connection with a boating accident in New York City that resulted in the deaths of a mother and daughter. According to a federal complaint, Hernandez allowed an infant on board despite knowing that no child-sized life vests were available. The mother and child died in the accident.
