Police identify two teen suspects after Penn State student shot dead over stolen phone

Philadelphia police issued arrest warrants for two 16-year-olds in connection with the death of Penn State journalism student Billy Schmidt, 22. The shooting occurred during an incident involving a stolen phone, according to police. Both suspects remain at large.
