Unearthed paper exposes Dem House hopeful's 'insane' proposal for meeting climate goals

Manny Rutinel, a Democratic candidate for U.S. House, wrote a paper proposing that governments incentivize ranchers to transition to plant-based farming in Colorado's top cattle district.
