Former Assistant Secretary of State Barbara Leaf said a potential agreement on the Strait of Hormuz would serve as a starting point for broader discussions rather than a final settlement. Leaf stated she does not believe President Trump's assertion that Iran faces a final deadline to negotiate. She also said reaching durable agreements by November would be exceptionally difficult given typical negotiation timelines.
