Fed's Kashkari says 'now is the time to start slowly moving' rates up

Neel Kashkari, president of the Federal Reserve Bank of Minneapolis, said rates should begin increasing, dissenting from the Federal Open Market Committee's decision at last week's meeting to hold rates steady. Kashkari did not vote for the committee's decision. The FOMC voted to maintain its benchmark interest rate at its current level.
