The FDA allowed certain Zyn nicotine pouches to be marketed as posing lower risk than cigarettes. The pouches contain nicotine but no tobacco or smoke. Public health researchers have expressed concern that the marketing may attract young users, though they acknowledge the products may benefit current cigarette smokers attempting to switch.
