ICE lodges detainer on Salvadoran national, 18, accused of 2 fatal shootings in Houston

Immigration and Customs Enforcement lodged a detainer against Jefferson Adonay Velasquez-Torres, an 18-year-old from El Salvador who entered the United States illegally in 2014. Velasquez-Torres is charged with two murders in Houston. An ICE detainer is a request that law enforcement hold a person beyond their normal release date to allow immigration authorities to take custody for deportation proceedings.
