State Department congratulates Keiko Fujimori as Peru's president-elect following razor-thin vote count

The State Department congratulated Keiko Fujimori after she was declared winner of Peru's presidential runoff. The margin of victory was fewer than 50,000 votes out of 18 million ballots cast.
