Drunk repeat offender called a 'ticking time-bomb' before 80-mph boating collision killed woman: prosecutors

Richard Stevenson was charged after his pontoon collided with another boat on the Fox River. Prosecutors stated Stevenson's blood alcohol content was .236 at the time of the incident and he was traveling at 80 mph in a designated no-wake zone. A woman died in the collision. Stevenson had prior DUI convictions.
