Senate clears way for Trump's top spy as key anti-terror program remains in limbo

Jay Clayton is set for Senate confirmation as Director of National Intelligence on Tuesday. Section 702 of the Foreign Intelligence Surveillance Act, a surveillance program that expired, remains without reauthorization as lawmakers debate its renewal. Clayton previously served as chair of the Securities and Exchange Commission under the Trump administration.
