EXCLUSIVE: Alleged $32M COVID-19 fraud fugitive captured in Jamaica and returned to US, FBI says

Elaine Angene Escoe was arrested in Jamaica after living under the assumed name "Harley Newman," according to the FBI. She is accused of involvement in a $32 million COVID-19 relief fraud scheme. Escoe was returned to the United States following her arrest.
